I have spent 37 years at various levels in Public Procurement. I am still doing consultancy, training and Seminars in this area. I love the academic and theoretical underpinning of Public Procurement.
Thus I have an insider's view of this subject.
During my seminars. when I come across young fresh-bees, asking questions - I feel elated. This gave me an idea, why should I not post such clarifications and elucidations in a blog - for all to see.
So here it is!!!!
